For funding purposes, the Learning & Skills Council ascribes one of six Programme Weighting (PW) factors to each type of course - depending on their estimate of the resources required for proper delivery of different types of programme. Each PW acts as a multiplier in helping to calculate a total funding figure for each trainee.
Most CPCAB qualifications will attract a PW of C [a 1.3 multiplier] in 2006-07. The 4th and 5th columns in the table below lists the 2006-07 cash funding available per trainee - excluding certain possible additional funds such as disadvantage uplift - for each CPCAB qualification in relation to the PW concerned.
The figures given are based on the CPCAB's required minimum Guided Learning Hours (GLH) for each qualification, but where the actual GLH employed by a training Centre exceeds this minimum (given that CPCAB in most cases stipulates a GLH range for each qualification), the funding available may be greater than indicated below if the actual GLH employed is located in a higher 'load-band' than that indicated in the 2nd column below labelled 'Relevant (LSC) GLH Range'.
Where tuition fee remission does not apply for any particular trainee, the Assumed (Tuition) Fee Element (column 3 below) must be subtracted from the total figure (column 4 or 5 below) to arrive at the actual cash funding provided.
| Qualification | Relevant (LSC) GLH range | Assumed fee element | Programme weighting B (a 1.12 multiplier) | Programme weighting C (a 1.3 multiplier) |
|---|---|---|---|---|
| ELSK-L2 | 14-19 | £39 | £136 | |
| LSK-L2 | 20-29 | £47 | £163 | |
| ICSK-L2 | 30-39 | £75 | £300 | |
| CSK-L2 | 90-119 | £198 | £793 | |
| CSK-L3 | 90-119 | £198 | £793 | |
| CST-L3 | 90-119 | £198 | £793 | |
| TC-L4 | 420-449 | £644 | £2576 | |
| CSU-L4 | 120-149 | £239 | £954 | |
| PC-L5 | 210-239 | £360 | £1441 | |
| CBT-L5 | 120-149 | £239 | £822 | |
| TCSU-L6 | 120-149 | £239 | £954 |
The figures in the last column above include ‘achievement funding’ (10% of the figures in the last two columns). Centres will only receive this for students who successfully achieves the relevant qualification at the end of the course (although the actual calculation of ‘achievement funding’ is more complicated than explained here, and relates to student achievement across the whole Centre in the previous year).
In addition to the above, additional funding may be payable in respect of:
